That one is still being republished so will probably be difficult to
find electronically.  Since I've purchased a copy of Nine Stories I
never worried about finding an electronic version of it.

However, almost all of Salinger's stories have been previously
published at one time or another.  You should be able to find the
original publication venue for Uncle Wiggly -- probably the Saturday
Evening Post or the New Yorker -- and find a back copy of the issue in
which it appears on microfilm at a library.

I'm not sure where you're writing from, of course, but most large
public libraries in the US will have this.
